استقبل السيد الرئيس عبد الفتاح السيسي، اليوم، بمدينة العلمين، "د. حسن شيخ محمود" رئيس جمهورية الصومال الفيدرالية الشقيقة.
وصرح المتحدث الرسمي باسم رئاسة الجمهورية، أن الرئيسين عقدا جلسة مباحثات ثنائية مغلقة، أعقبها مباحثات موسعة ضمت وفدي البلدين، للتشاور حول سبل تعزيز العلاقات الثنائية وتطورات الأوضاع الإقليمية والقارية.
وأضاف السفير محـمد الشناوي، المتحدث الرسمي، أن الرئيسين عقدا مؤتمراً صحفياً في ختام الاجتماعات، وفيما يلي نص كلمة السيد الرئيس في المؤتمر الصحفي:

أخي فخامة الرئيس الدكتور "حسن شيخ محمود"، رئيس جمهورية الصومال الفيدرالية الشقيقة،
يسعدني أن أرحب بكم مجددًا في بلدكم الثاني، مصر، في زيارة تجسد عمق الروابط الأخوية التي تجمع بين بلدينا، والقائمة على وحدة التاريخ والدين والثقافة، فضلاً عن رؤى وأهداف مشتركة.
وتأتي هذه الزيارة في إطار حرصنا المتبادل على الارتقاء المستمر بشراكتنا الاستراتيجية، بما يحقق مصالح شعبينا الشقيقين، ويسهم في دعم جهود التنمية وترسيخ الاستقرار في الصومال ومنطقة القرن الأفريقي.
السادة الحضور،
شهدت مباحثاتي اليوم مع فخامة الرئيس حسن شيخ محمود نقاشًا معمقًا حول عدد من القضايا الثنائية والإقليمية ذات الاهتمام، وفي مقدمتها الأوضاع الأمنية والسياسية في القرن الأفريقي، وأمن البحر الأحمر. وقد توافقنا على استمرار تكثيف التعاون لضمان استقرار هذه المنطقة الحيوية، لما لها من تأثير مباشر على الاستقرار والأمن الإقليمي والدولي.
تناولنا أيضًا خلال المباحثات سبل تعزيز العلاقات الثنائية في ضوء الإعلان السياسي المشترك، الموقع في يناير الماضي، والهادف إلى ترفيع العلاقات بين بلدينا إلى مستوى الشراكة الاستراتيجية الشاملة. واتفقنا على أهمية البناء على الزخم الراهن، واتخاذ خطوات ملموسة لتعميق التعاون في مجالات محددة تحظى باهتمام مشترك، لا سيما في الجوانب السياسية، والاقتصادية، والأمنية، والعسكرية، مع التأكيد على مواصلة التشاور والتنسيق في مختلف الملفات ذات الصلة.
وفيما يتعلق بالتعاون في المجالين العسكري والأمني، أكدنا التزامنا بمواصلة التنسيق في إطار بروتوكول التعاون العسكري الموقّع بين بلدينا في أغسطس ٢٠٢٤، من أجل دعم قدرات الكوادر الصومالية، وتعزيز دور المؤسسات الوطنية في حفظ الأمن والاستقرار، ومكافحة التنظيمات الإرهابية والمتطرفة، وتمكين الدولة الصومالية من بسط سيادتها وسيطرتها على كامل التراب الوطني.
كما تطرقنا إلى مشاركة مصر العسكرية والشرطية في بعثة الاتحاد الأفريقي الجديدة للدعم والاستقرار في الصومال، التي تهدف إلى دعم الجهود الوطنية لإرساء الأمن، حيث اتفقنا في هذا الصدد على أهمية التنسيق مع الشركاء الدوليين، في اطار تحمل المجتمع الدولي لمسؤولياته في حفظ السلم والأمن الدوليين، وذلك لضمان توفير تمويل كافٍ، ومستدام، وقابل للتنبؤ لتلك البعثة، بما يمكّنها من تنفيذ ولايتها على نحو فعال.
ولا يفوتني في هذا السياق أن أشيد بجهود أخي فخامة الرئيس “حسن شيخ محمود” في تحقيق اصطفاف وطني بين مكونات المجتمع الصومالي، ازاء القضايا المُلحة التي تواجه بلاده مثل مكافحة الإرهاب، والحفاظ على وحدة الدولة، وبناء مؤسساتها. وقد أكدتُ لفخامته دعم مصر الكامل لكافة المساعي الرامية إلى تحقيق توافق وطني بشأن الملفات السياسية في الصومال، بما يُعزز الأمن ويرسّخ أسس الاستقرار والتنمية المستدامة في الصومال.
أخي فخامة الرئيس،
لقد قطعنا معًا خلال الأشهر الماضية خطوات جادة وواضحة نحو ترسيخ العلاقات الثنائية وتعميق التنسيق في مختلف المسارات، وعلينا اليوم مواصلة هذا النهج، وتعزيز وتوسيع دائرة التعاون بما يرتقي لطموحات وتطلعات شعبينا الشقيقين.
وفي الختام، أرحب بكم مجددًا أخي فخامة الرئيس، وبالوفد الكريم المرافق، ضيوفًا أعزاء في مصر. وأتطلع إلى استمرار التنسيق الوثيق بيننا في مختلف القضايا ذات الأولوية، والعمل معًا من أجل أمن واستقرار الصومال، والقرن الأفريقي، ومنطقة البحر الأحمر.

Today in Al-Alamain City, President Abdel Fattah El-Sisi received President of the Federal Republic of Somalia, Dr. Hassan Sheikh Mohamud.
Spokesman for the Presidency Ambassador Mohamed El-Shennawy said the two Presidents held a closed bilateral session of talks, followed by an expanded meeting attended by the two countries’ delegations. The talks focused on ways to foster closer bilateral relations as well as developments in the region and the continent.
Concluding their meeting, the two Presidents held a joint press conference.

It gives me pleasure to welcome you, once again, to your second home, Egypt, for a visit that embodies the profound fraternal bonds our two countries share, grounded in our shared history, religion, and culture as well as common visions and objectives.
This visit underscores our mutual commitment to further promoting our strategic partnership, thereby serving the interests of our two peoples and contributing to development efforts and the consolidation of stability in Somalia and the Horn of Africa region.
Honorable attendees,
Today, His Excellency, President Hassan Sheikh Mohamud, and I held extensive deliberations on key bilateral and regional issues, primarily focusing on the security and political situation in the Horn of Africa and Red Sea security. We concurred on the need to continue intensive cooperation to ensure the stability of this vital region, given its direct and immense impact on regional and international stability and security.
We discussed ways to forge closer bilateral relations, guided by the Joint Political Declaration signed last January, which aims to elevate our countries’ relations to the level of Comprehensive Strategic Partnership. We agreed on the urgent need to build on the current momentum and take tangible measures to deepen cooperation in specific areas of mutual interest, particularly in the political, economic, security and military spheres. We also emphasized the vital necessity of sustained coordination and consultations on various relevant dossiers.
With regard to military and security cooperation, we affirmed our unwavering commitment to further advancing collaboration under the military cooperation protocol signed between our countries in August 2024. This collaboration seeks to bolster the capabilities of Somali cadres, reinforce the role of national institutions in preserving security and stability, combat terrorist and extremist organizations, and empower the Somali State to assert full sovereignty and control over its national territory.
Our deliberations also covered Egypt’s military and police participation in the new African Union Support and Stabilization Mission in Somalia (AUSSOM), which aims to support national efforts to establish peace. We agreed, in this regard, on the significance of coordinating with international partners, emphasizing the international community’s shared responsibility in upholding global peace and security. Such coordination is vital to secure sufficient, sustainable and predictable funding for the mission, thereby enable it to effectively fulfil its mandate.
I would also like to commend my brother His Excellency President Hassan Sheikh Mohamud’s efforts in fostering national alignment among the components of the Somali society, with regard to pressing issues facing his country, including counter-terrorism, preserving state unity, and institution-building. I reiterated Egypt's full support for all efforts aimed at reaching national consensus on Somalia's political dossiers, which will bolster security and solidify the foundations for stability and sustainable development.

Over recent months, we have made significant strides toward consolidating bilateral relations and strengthening coordination across multiple tracks. Today, we must sustain this momentum, expanding the scope of our cooperation to fully align with the aspirations and ambitions of our two nations.
In conclusion, I once again welcome my brother, His Excellency President Hassan Sheikh Mohamud, and his esteemed accompanying delegation as cherished guests in Egypt. I look forward to our continued close coordination on all priority issues and to working together for the security and stability of Somalia, the Horn of Africa, and the Red Sea region.
